Yes, SOSS does need to be uninstalled prior to installing a new version. This is because of a known issue in the Microsoft Windows installer platform that prevents assemblies in the Global Assembly Cache (GAC) from being upgraded properly (MS KB 905238); our MSI installer does not support in-place upgrades.
